New Features include :

Ability to specify that each report page appears as a tab in HTML output
Publish a TM1 package without Framework Manager directly from Cognos Administration
Filler members for TM1 cubes with element-level security
New filter join optimization in Report Studio (improve performance between 10x and 100x)
Support for user-defined aggregation from SQL Server
The rest of the enhancements are related to Dynamic Cubes
